Smoke Alarms

Victorian Smoke Alarm Requirements

Every residential property in Victoria must have working smoke alarms installed on each storey, positioned between sleeping areas and the rest of the home. The rules around what type of alarm you need depend on when your property was built.

Homes constructed after 1 August 1997 must have smoke alarms hardwired to 240V mains power with battery backup. A licensed electrician is required for this type of installation. Properties built or substantially renovated after 1 May 2014 have an additional requirement: where more than one alarm is needed, all alarms must be interconnected so that if one activates, they all sound.

Older homes built before August 1997 can use standalone battery-powered alarms. However, the CFA and Fire Rescue Victoria both recommend upgrading to hardwired, interconnected photoelectric alarms regardless of when the property was built — the level of protection is significantly higher.

All smoke alarms sold and installed in Victoria must be photoelectric and certified to Australian Standard AS 3786:2014. Ionisation alarms are not permitted in Victorian homes.

Smoke Alarms in Rental Properties

Landlords in Victoria have specific obligations under the Residential Tenancies Regulations 2021. Smoke alarms in rental properties must be tested at least once every 12 months, and rental providers must ensure alarms are properly installed and maintained throughout the tenancy.

When a new tenancy agreement is signed, landlords are required to provide written information explaining how the smoke alarms work, how to test them, and the tenant's obligation not to tamper with them.

If a tenant reports a non-working smoke alarm, it's treated as an urgent repair. The landlord must arrange replacement or repair promptly. Failing to maintain compliant smoke alarms can result in fines and potential liability issues.

We work with property managers and landlords across Melbourne's western suburbs to keep rental properties compliant. Our service covers inspection, testing, battery replacement, and full smoke alarm upgrades where needed.

Our Smoke Alarm Services

We handle everything from single alarm replacements through to full-house hardwired installations. Our standard service includes supplying and fitting photoelectric smoke alarms that meet AS 3786:2014, positioning them in the correct locations as required by the Building Code of Australia, and interconnecting multiple alarms where the regulations require it.

For new builds and renovations, we install hardwired smoke alarms as part of the broader electrical fit-out. For existing homes looking to upgrade from battery alarms, we can run new cabling and connect mains-powered alarms with minimal disruption.

We also carry out annual smoke alarm testing and maintenance for landlords and property managers, providing the documentation you need to demonstrate compliance.

Why Photoelectric Alarms Matter

Photoelectric smoke alarms are better at detecting slow, smouldering fires — the type that often starts while people are asleep. They're less prone to false alarms from cooking steam and bathroom moisture, which means you're less likely to disconnect them out of frustration.

Victorian legislation mandates photoelectric alarms for good reason. Smouldering fires produce thick smoke and toxic gases well before flames appear. A photoelectric alarm gives you earlier warning and more time to evacuate.

Interconnected Smoke Alarms

In a standard setup, each smoke alarm operates independently. With interconnected alarms, triggering one alarm sets off every alarm in the house simultaneously. If a fire starts in the kitchen while you're sleeping upstairs, you'll hear the alarm immediately rather than relying on smoke reaching the upstairs detector.

Interconnection can be achieved through hardwired connections or wireless RF-linked alarms. For homes where running new cables isn't practical, wireless interconnected alarms offer an effective alternative.

Frequently Asked Questions

How often do smoke alarms need to be replaced?
Smoke alarms have a manufacturer-recommended lifespan of 10 years. After that, the sensor degrades and the alarm should be replaced entirely — even if it still appears to work when tested. Check the manufacture date printed on the unit.
Do I need a licensed electrician to install smoke alarms?
If your home requires hardwired smoke alarms (any property built after 1 August 1997), yes — a licensed electrician must carry out the installation. Battery-only alarms in older homes can be installed without an electrician, but we'd recommend professional installation to ensure correct placement and compliance.
What are the smoke alarm rules for landlords in Victoria?
Under Victorian law, landlords must ensure smoke alarms are installed, working, and tested annually. New tenants must receive written instructions on how to test and use the alarms. A non-working smoke alarm is classified as an urgent repair, and the landlord must arrange prompt replacement. All alarms must be photoelectric and meet AS 3786:2014.
