Who Needs an Electrical Installation Report?

If you own or manage a rental property in Victoria, you are legally required to arrange electrical safety checks. The regulations apply to:

  • All new rental agreements signed on or after 29 March 2021
  • Existing fixed‑term agreements of more than five years that roll over into periodic tenancy after 29 March 2021

As the rental provider (landlord):

No. They are different documents. The Electrical Installation Report is the record of the periodic safety check required under the Residential Tenancies Regulations. A Certificate of Electrical Safety is a separate document issued when electrical repair, maintenance, or installation work is carried out. You may need both — the report after the inspection, and a COES if repairs are performed.
